The Public Administration as a Force of Social Generation of Knowledge
Knowledge generation describes the process of gaining new knowledge, passing it on and inserting it into new contexts. The administration is decisively involved in all three stages of this kind of knowledge generation. It must not, however, claim to have a monopoly on truth and objective knowledge for reasons of fundamental rights, the protection of scientific freedom and democratic theory.
