Abstract
Der Artikel fasst zunächst wesentliche Änderungen der Rahmenbedingungen und im Einsatz aktiver Arbeitsförderinstrumente der letzten Jahre zusammen. Anschließend werden Vorschläge entwickelt, die eine zukunftsträchtige aktive Arbeitsmarktpolitik berücksichtigen sollten. Bilanzierend wird für eine Beendigung der wenig erfolgreichen aktivierenden Arbeitsmarktpolitik plädiert und für einen Neuanfang – mit Zielrichtung einer dezentralisierten, flexibilisierten und qualitätsorientierten Arbeitsmarktpolitik – votiert.
This article, firstly, summarizes the fundamental changes to general employment conditions and presents the labour promotion measures that have been implemented over the past few years. Secondly, proposals are put forward to improve these measures. These suggestions build on a future-oriented perspective that takes into consideration the likely demands on active labour market policies in the coming years. The article's main argument is that there is a need to end current labour market activation policies, which are ineffective, and that these should be replaced by new measures that focus on decentralized, flexible, and quality-oriented labour market policies.
