Abstract

Um gesellschaftlichen Herausforderungen in Europa zu begegnen, setzt die Europäische Union auf soziale Innovation. Dadurch erfolgt eine Anerkennung der Sozialwirtschaft als Innovationsund Beschäftigungsmotor sowie eine Fokussierung in der Förderung auf soziale Innovation. Im Zentrum dieses Beitrages stehen ausgewählte Maßnahmen der Europäischen Kommission, die in ihrer Bedeutung für die Sozialwirtschaft aus deutscher Perspektive analysiert werden. Es wird gezeigt, dass die Maßnahmen und Debatten im Bereich sozialer Innovation von zwei Seiten betrachtet werden müssen: Auf der einen bieten sie Chancen für die Sozialwirtschaft (Anerkennung, neue Handlungspotenziale zur Bewältigung sozialer Bedürfnisse), auf der anderen entfalten sie Risiken (Unsicherheit, potenzieller Rückzug staatlicher Verantwortung).

The European Debate about Social Innovation: Opportunities and Risks for the Social Economy

The concept of social innovation offers the European Union new ways of meeting social challenges. With political measures supporting social innovation, the social economies in the EU are widely recognized as innovators and relevant employers. This article analyses some of the European Commission’s measures and their relevance to the social economy from a German perspective. Obviously, the current measures and debates in the context of social innovation implicate opportunities for the social economy (e. g. recognition, new chances to fulfil social needs) as well as risks (e. g. uncertainty, potential withdrawal from public responsibility).
