Abstract
Der Beitrag unterzieht private Finanzierungsmodelle und -instrumente im Sozialbereich einer kritischen Würdigung. Die Logik, dass mehr bereitgestelltes Privatkapital zu mehr Innovation und letztlich mehr Wirkung bei der Lösung sozialer Probleme führt, erscheint sinnvoll. Die Autoren zeigen auf, dass Kapitalmangel tatsächlich zum Innovationsstau im Sozialsektor beiträgt.
Darüber hinaus stellen sie verschiedene Institutionen des sozialen Kapitalmarkts und innovative Finanzierungsmechanismen und -instrumente vor und gehen detailliert auf den Sozialen Wirkungskredit ein.
Letztlich ist der Zusammenhang zwischen Investition und Innovation zwar durchaus erkennbar. Dass dies in einem Mehr an sozialer Wirkung resultiert ist aufgrund der unzureichenden empirischen Grundlage bislang allerdings nur beispielhaft belegbar.
Investment, Innovation, Social Progress – Causal Chain or Make-believe?
This article analyzes the opportunities and challenges presented by new social finance instruments and mechanisms. The causal chain that increased capital leads to a higher degree of social innovation and thus social impact seems intuitive. The authors highlight that underfunding actually hampers innovation in the social sector.
Furthermore, they discuss novel financing techniques and instruments such as convertible grants, and in particular, Social Impact Bonds. The analysis concludes that increased finance through new mechanisms and instruments spurs social innovation. However, a link between innovation and social impact has yet to be established, as the empirical evidence remains limited.
