Abstract
Seit den 1980er Jahren ist ein Trend fallender Lohnquoten in zahlreichen Industriestaaten zu erkennen. Als Gründe werden oft Globalisierung, technologischer Fortschritt, institutionelle Veränderungen und der Strukturwandel genannt. Der Fokus des folgenden Beitrages liegt auf der Bedeutung des sektoralen Strukturwandels für die Lohnquotenentwicklung in Deutschland. Mit Hilfe einer Shift-Share-Analyse kann gezeigt werden, dass der sektorale Strukturwandel die Lohnquotenentwicklung bis zum Jahr 2000 negativ beeinflusst hat, nicht aber in der Zeit danach, in der die Lohnquote am stärksten fiel. Zwischen 2000 und 2007 müssen andere Faktoren den außergewöhnlich starken Fall der Lohnquote erklären. Aus einer Reihe von möglichen Faktoren erscheinen die deutschen Arbeitsmarktreformen der 2000er Jahre in einer grafischen Analyse als plausibelster Erklärungsfaktor.
Everything’s Different in the 2000s? – The Decreasing Importance of Sectoral Structural Change for the Falling of Labour Shares in Germany
Since the 1980s, a trend of falling labour shares can be observed in many industrialized countries. The reasons are manifold: globalisation, technological progress, institutional change, and sectoral structural change. The following article focuses on the effect of changes in the sectoral composition of aggregate production on the development of the German labour share. A shift-share analysis shows that, until the year 2000 changes in sectoral composition affected the labour share development negatively. The negative effect, however, ceases in the following years, when the labour share actually fell the most. Thus, between 2000 and 2007 there must be other factors explaining the exceptional fall in the labour share. From a list of potential explanatory factors, a graphical analysis singles out the German labour market reforms after 2000 as the most likely factor.
