Abstract

Die Geschichte des Wohlfahrtsstaates in Europa seit 1945 wird in diesem Artikel als eine Anpassung an vier ganz gegensätzliche Epochen dargestellt: zuerst an die Kriegszerstörungen, die Not und die erzwungenen Mobilitäten der unmittelbaren Nachkriegszeit, dann an das außergewöhnliche Wachstum der Wirtschaft, der Einkommen und der Staatshaushalte von den 1950er bis frühen 1970er Jahren mit ihrer Planungseuphorie und ihrem Zukunftsoptimismus; danach an die abgesunkenen wirtschaftlichen Wachstumsraten, die hohe Arbeitslosigkeit und die sinkenden öffentlichen Budgets, auch den neuen unregelmäßigen Erwerbslebensläufen und den sinkenden Geburtenraten; schließlich in der Epoche seit dem Ende des Kalten Krieges an die Herausforderungen der Transformationskrise und der beschleunigten Globalisierung.

The History of the Welfare State in Europe since 1945

The history of the welfare state in Europe since 1945 can be conceived as continuous adaption to four contrasting periods. Those periods relate to, firstly, the destruction wrought by World War II, including the misery and the forced migration in the immediate post-war period; secondly, the extraordinary growth, from the 1950s to the early 1970s, of GDP, incomes and public expenditure that went hand in hand with an optimistic outlook for the future and ambitious investments in infrastructure projects; thirdly, the decline in economic growth, rising unemployment and shrinking public budgets that were accompanied by less stable life courses and new demographic problems; and, finally, to the challenges associated with the transformation in Eastern Europe and with heightened levels of globalization following the end of the Cold War.
