Das Ende einer Bismarck-Tradition? Soziale Selbstverwaltung zwischen Vermarktlichung und Verstaatlichung

Abstract
Die Soziale Selbstverwaltung – die Steuerung der Sozialversicherung unter Beteiligung der Versicherten und ihrer Arbeitgeber – gehört zu einem der Kennzeichen des Bismarckschen Wohlfahrtsstaats. Der Beitrag fragt danach, wie sich dieses Grundelement des Bismarck-Typus in den letzten 20 Jahren entwickelt hat. Betrifft der Sozialstaatswandel auch das wohlfahrtsstaatliche Verwaltungsmodell und wenn ja, was tritt an seine Stelle? Findet ein Wechsel zum Verwaltungsmodell liberaler Wohlfahrtsstaaten mit ihren unternehmensähnlichen Strukturen und ‘Konsumentenbeiräten‘ statt? Oder kommt es im Gegenteil zu einer Annäherung an den sozialdemokratisch-skandinavischen Wohlfahrtsstaatstypus? Der Beitrag untersucht diese Frage anhand eines Vergleichs der Entwicklungen der sozialen Selbstverwaltung in der gesetzlichen Krankenversicherung in Deutschland, den Niederlanden und in Frankreich.
The concept of self-administration, which comprises the participation of the insured and employers in the regulation of social insurance, is one of the characteristic features of the Bismarckian welfare regime. This article analyses the transformation of this concept and its functioning over the last 20 years. Do the changes in the welfare state also affect the dimension of welfare governance? If so, what comes after self-administration in a corporatist design? Can we discern a transformation towards the governance model of the liberal regime with market-resembling structures and consumer councils? Or is there a convergent trend towards the governance mode of the social-democratic Scandinavian welfare regime? The article sheds light on these questions by analysing self-administration in the statutory health insurance sectors in Germany, France, and the Netherlands.
