Abstract
Die Nutzung der “Riester-Rente“ wird auf unterschiedlichen Wegen gefördert. Die Förderung, aber auch die Voraussetzungen, die die Sparer zu erfüllen haben, sind seit einigen Jahren unverändert geblieben. Während manche Beträge im Gesetz nominal bestimmt sind, sind andere als Anteil des Einkommens der Sparer festgelegt. Diese Regelungen haben schon nach kurzer Zeit Folgen für den realen Wert der Förderung und führen außerdem auch zu einer Verschiebung von Finanzierungsanteilen vom Staat zu den Sparern. Der Artikel analysiert, wie sich die Förderung der privaten Altersvorsorge in den vergangenen Jahren real entwickelt hat, und diskutiert das Verhältnis von öffentlicher Förderung und privatem Sparen.
If citizens decide to use so-called “Riester schemes” (voluntarily funded private pension schemes) to save for their old age, they receive public subsidies or tax breaks. The amounts of these subsidies and tax breaks have not been changed for some time now. While some values are nominally defined, others are defined as a share of individual incomes. The article analyses how relevant values have developed in real terms during recent years and discusses shifts in the relation of public subsidies and private efforts.
