Abstract

Die jüngere Forschung zeigt, dass die kontinentalen Sozialstaaten ihre Gestalt zwar später als andere Wohlfahrtsstaatstypen verändert haben, jedoch nicht weniger einschneidend. Unklar ist aber nach wie vor, wie die Entwicklungsrichtung der Reformen zu bewerten ist. Zur Untersuchung dieses Wandels schlagen wir eine Analyseperspektive vor, die wir als Fragmentierungsperspektive bezeichnen. Diese soll Widersprüche zwischen institutionellen (Teil-)Logiken unterhalb der Schwelle des Systembruchs sichtbar machen sowie Spannungen zwischen institutioneller Ausgestaltung und den vorherrschenden normativen Leitbildern oder sozialen Praktiken identifizieren. Dabei beziehen wir den Wandel explizit auf die Konstruktionsprinzipien von Sozialversicherungssystemen. Der Mehrwert einer solchen Analyseperspektive wird exemplarisch am Beispiel von Veränderungen im deutschen Krankenversicherungssystem zwischen 1990 und heute illustriert.

Fragmentation of the Bismarckian Welfare State Model? A Proposal for the Analysis of Welfare State Change in Social Insurance-based Welfare States

Recent research has shown that, although the social insurance-based welfare states have changed their structure later than other welfare regime types, these changes have not been minor. However, the direction in which Bismarckian welfare states have changed is still an unanswered research question. In order to analyse these changes, a new research perspective, which is termed the fragmentation perspective, is proposed. This approach shows the inconsistencies that exist between institutional logics, but that do not result in path-breaking change to be identified. Moreover, this paper analyses tensions between institutions and normative concepts or social practices. In doing so, the core principles that characterize social insurance-based systems of social security are drawn upon. In order to illustrate the benefits of this new approach, it is applied to the German health insurance system and its reforms since 1990.
