Abstract
Armut nimmt gegenwärtig im Kontext einer Einkommenspolarisierung zu, die sich insbesondere in den Stadtregionen bemerkbar macht. Der Beitrag argumentiert, dass die Kommunen schlecht gerüstet sind, ihr entgegenzuwirken. Gleichwohl identifiziert er fünf Ansatzpunkte, die dazu genutzt werden könnten: Industriepolitik, Gewährleistung öffentlicher Güter, Wohnungspolitik, Bildungspolitik, Quartierspolitik. Am Ende geht er der Frage nach, welche Akteure hierfür gewonnen werden könnten.
Municipal Strategies against Poverty in the Context of Income Polarization
Poverty is currently increasing in the context of a polarization of incomes which manifests itself most strongly in cities and metropolitan areas. The municipalities have little power to fight it and in the past have actually weakened the powers they had. The article suggests five leverage points which nevertheless could be used to reduce income polarization, poverty and their social effects on the municipal level: industrial policies, the provision of public goods, housing policies, policies of education, and neighbourhood policies. It also looks for actors who might be willing to support such policies.
