Abstract

Zwischen 2006 und 2012 werden in Nordrhein-Westfalen nach und nach ca. 3.000 von gut 9.000 Kindertageseinrichtungen zu Familienzentren weiter entwickelt. Familienzentren sollen Dienstleistungen für Familien im Sozialraum bündeln. Um eine Landesförderung von jährlich 12.000 Euro zu erhalten, muss sich ein Familienzentrum nach einem Gütesiegel im Rahmen einer externen Prüfung zertifizieren lassen. So steuert das Gütesiegel die Leistungen der Familienzentren in den Bereichen Familienberatung und -bildung, Tagespflegevermittlung und Vereinbarkeit von Beruf und Familie (“Outputsteuerung“). Trotz knapper Ressourcen hat die Einführung von Familienzentren bereits nach kurzer Zeit zu einer hohen Akzeptanz, einem erheblichen Ausbau von Leistungen und positiven Effekten für Kinder und Familien geführt.

Family Centres in North Rhine-Westphalia: Breaking New Ground in the Provision and Governance of Social Services

Between 2006 and 2012, approximately 3,000 of the roughly 9,000 child day care facilities in North Rhine-Westphalia (NRW) will be developed into Family Centres. Family Centres are meant to bundle services for families in the area of social welfare. In order to receive financial support from NRW in the form of a yearly payment of €12,000, a Family Centre must be certified by means of an external evaluation. The certificate controls the achievements of the Family Centres in the areas of family consultation and education, the placement of child minders and the compatibility of work and family life (‘output control’). In spite of limited resources, the implementation of Family Centres has led, after only a short period of time, to a high acceptance rate, a considerable increase of goods and services, and to positive effects for children and families.
