Abstract
Damit Kinder- und Jugendhilfe gelingt, bedarf es des Zusammenwirkens verschiedener Akteure auf der kommunalen Ebene. Hierfür stellt das Kinder- und Jugendhilferecht einerseits auf der strukturellen Ebene Rahmen zur Verfügung, die flankiert werden von Kooperationsgeboten in anderen Rechtsgebieten, und erwartet andererseits das Zusammenwirken der verschiedenen Einrichtungen bzw. Fachkräfte auf der Ebene der konkreten Aufgabenwahrnehmung. Über diesen rechtlichen Rahmen hinaus bedarf es aber für gelingende Kooperationsbeziehungen und Netzwerkbildungen tatsächlicher politischer und ideeller Voraussetzungen.
The Networking among Municipal Institutions as Exemplified by the Youth Welfare System
Running a successful youth welfare system requires cooperation and collaboration of the different local players. The German Youth Welfare Law offers several network strategies concerning the structures as well as the decision-making process in every single case. But to create cooperation processes and networking, legislation is not enough. It is also a matter of culture and politics.
