Abstract
Bis zu 400.000 Menschen besitzen laut Schätzungen keine Chance mehr, auf dem regulären Arbeitsmarkt eine Arbeitsstelle zu finden. Abhilfe soll deshalb ein sozialer Arbeitsmarkt schaffen. Hierzu wird ein dauerhaft öffentlich subventionierter Arbeitsplatz mit dem Ziel ,,gesellschaftliche Teilhabe durch Beschäftigung“ angeboten. Ob und wie hierdurch die soziale Integration der Betroffenen realisiert werden kann, ist Inhalt des nachfolgenden Beitrages. Dabei wird auf die Forschungsergebnisse zu einer in 2007 eingeführten Beschäftigungsmaßnahme (§ 16e SGB II) eingegangen. Es werden Chancen und Grenzen sozialer Integration im Spannungsfeld der verschiedenen Umsetzungsakteure eines sozialen Arbeitsmarktes diskutiert.
Opportunities and Risks of the Social Labour Market
According to estimates, up to 400,000 people have no chance of finding a job in the regular labour market. This is the reason for the creation of a social labour market, which entails offering a permanent, state-funded workplace to achieve the goal of “social integration through work”. The following article examines if and how social integration can be achieved by means of a social labour market. To answer this question, the author analyses the findings of a study concerning a labour market program (§ 16e SGB II) that was implemented in 2007. Based on this research, the article will discuss the opportunities and limitations of social integration in relation to the different stakeholders involved in the implementation of a social labour market.
