Abstract

Trotz aller Bemühungen der (Rehabilitations-) Sozialleistungsträger, die trägerübergreifende Teilhabebedarfsplanung schnell und effektiv zu gestalten, wird seitens der Leistungserbringer und Betroffenen wiederkehrend Kritik am Mangel trägerübergreifend abgestimmter Konzepte und Prozesse geäußert. Aufbauend auf den Erfolgsfaktoren integrierter Versorgungsprozesse wird die differenzierte Beschreibung trägerübergreifender Sozial- /Geschäftsprozesse als Grundlage einer strukturellen Weiterentwicklung in Form von Modellversuchen angeregt. Beispielhaft werden die Aufgaben und Abläufe eines sozialleistungsträgerübergreifenden Dienstleisters und dessen mögliche Integration in Verwaltungsentscheidungen zur trägerübergreifenden Bedarfsfeststellung beschrieben.

The Procedural and Structural Measures Needed to Ensure Inter-Organizational Co-operation amongst Social Insurance Agencies

Social insurance agencies must have a strong interest in organizing their administrative proceedings in terms of assessing the needs of scheme participants (e.g. rehabilitation) rapidly and effectively. This is especially so if they are performed by, and relate to, several different institutions. Their efforts have, however, been constantly criticized due to a lack of concepts and processes when dealing with inter-organizational issues. In the light of the factors that are well understood to achieve success for an integrated care system, the specification of cross-sectoral processes should be the foundation for new forms of organizational structures. This article describes the assignment of duties and the course of action required to determine the necessary comprehensive explorations for cross-sectoral co-operation amongst all the various social insurance agencies.
