Abstract

Dieser Beitrag beschäftigt sich mit ausgesuchten blind spots der OMK Literatur. Insbesondere wird die in der Forschung zentrale Lernhypothese auf unterschiedlichen Ebenen hinterfragt. Stattdessen werden andere Mechanismen aufgezeigt, kraft derer die OMK möglicherweise wirkungsmächtig ist. Zweitens wird die Annahme, dass die OMK ein neutrales Instrument sei, das jegliche Sorte Politiken zu transportieren in der Lage sei, kritisch diskutiert. Es zeigt sich, dass sie vielmehr in Einklang mit dem neoliberalen Diskurs der Lissabon Agenda zu sein scheint bzw. dieser zumindest nichts entgegenzusetzen vermag. Schließ-lich wird die Legitimität der OMK hinterfragt und aufgezeigt, dass zentrale Themen wie die der demokratischen Repräsentation und Verantwortlichkeit meist ausgeblendet bleiben.

The Open Method of Co-ordination: Ten Years on and (not even) a Little Wiser?

This article focuses on the shortcomings identified in the OMC literature. It assesses how the most recent publications may help to overcome them. In particular, the central assumption about learning is questioned at the macro-, meso- and micro levels. In addition, the potential ways, apart from learning, in which the OMC can make a difference are explored. The assumption that the OMC is a neutral instrument is questioned. Indeed, it is shown to be agreement with, and supportive of, the neo-liberal discourse of the Lisbon agenda. Finally, the legitimacy of the OMC is questioned. It is shown that the scholarly debate has neglected the issues of democratic representation and accountability.
