Abstract
Für die Thematik der Subsidiarität reicht eine Reduktion der Betrachtung allein auf die Wohlfahrtspflege und Sozialpolitik nicht aus. Neben der allgemeinen gesellschaftspolitischen Bedeutung sind vor allem die Veränderungen der Rahmenbedingungen für Subsidiarität innerhalb des Dritten Sektors in den Blick zu nehmen. Es zeigt sich deutlich, dass die Ausrichtung der Gesellschaft nach marktförmigen Kriterien einen starken Einfluss auf die Organisationen des Dritten Sektors hat. Erweiterungen und Modifizierungen ihrer Tätigkeitsfelder, ein professionelles Management und besonders die Ausrichtung an Wirtschaftlichkeitskriterien sind nicht nur für die staatsnahen Organisationen die Folge.
New Framework Conditions for Subsidiarity and their Impact on Third-sector Organizations
The analysis of subsidiarity should not be reduced to merely observing the field of social policy and the non-statutory welfare sector. The fundamental changes in the framework conditions of subsidiarity should also be taken into account, along with its great socio-political importance. It is evident that the societal trend towards marketization has a strong impact on third-sector organizations, who are the most significant actors in the implementation of subsidiarity. As a consequence, their fields of activity extend, professional management techniques gain importance, and there is a general orientation towards more economic efficiency – and this is not only the case for government-related organizations.
