Abstract

Im Mittelpunkt des Beitrags steht eine bisher in der Fachöffentlichkeit vernachlässigte Gruppe überwiegend weiblicher Arbeitsloser: die Nichtleistungsbeziehenden (NLB), die weder Anspruch auf Lohnersatzleistungen aus der Arbeitslosenversicherung haben, noch auf Grundsicherungsleistungen nach SGB II. Aktuell stellen NLB ein Viertel aller Arbeitslosen im Rechtskreis SGB III. Entgegen des Anspruchs auf Erhöhung der sozialen Teilhabe durch “Aktivierung“ zeigt der Beitrag erstmals auf empirischer Basis, dass NLB faktisch nur marginalen Zugang zu aktiven Eingliederungsleistungen haben, sondern offenbar systematisch zur Abmeldung aus der Arbeitslosigkeit gedrängt werden. Dies erklärt sich aus der primär an Kosteneffizienz ausgerichteten arbeitsmarktpolitischen Steuerung, die zu Lasten sozialund gleichstellungspolitischer Ziele geht.

The “Activation Strategy” for Unemployed Non-beneficiaries – Exclusion Instead of Inclusion, Especially Women

The article focuses on a group of unemployed widely neglected in the public debate: the mostly female unemployed non-beneficiaries. They make up a quarter of all unemployed registered under the Social Code III, and are neither entitled to wage-replacing unemployment insurance benefits nor to the basic jobseeker’s allowance. Based on empirical data, the article reveals for the first time that this group receives very little support from the Federal Agency of Employment (BA), which is in sharp contrast to the promise of more social inclusion through “activation”. Rather, the practice of the BA is to systematically push them out of the official registers, which is explained by the governance of “activation” policy following primarily a cost-efficiency logic instead of social policy and equity goals.
