Abstract

Der Gründungszuschuss ist in finanzieller und arbeitsmarktpolitischer Hinsicht ein Eckpfeiler der aktiven Arbeitsmarktpolitik in Deutschland. In diesem Beitrag werden zunächst die Ergebnisse einer aktuellen Implementationsstudie zum Gründungszuschuss vorgestellt und dann die Auswirkung der Neujustierung dieses Förderinstruments diskutiert. Analytischer Ausgangspunkt sind die konkurrierenden Erwartungshorizonte der bürokratischen Standardisierung, Einzelfallorientierung und der angemessenen Gründungsberatung aus denen sich widersprüchliche Anforderungen an die Arbeit in den Agenturen ableiten lassen. Trotz dieses Spannungsfeldes waren die an der Umsetzung Beteiligten mit dem Förderinstrument bisher in hohem Maße zufrieden. Mit der Reform des Gründungszuschusses verändern sich die Vergabepraktiken massiv und die Anforderungen insbesondere an die Vermittlerinnen und Vermittler nehmen zu. Während das Kostenziel der Reform wahrscheinlich erreicht werden wird, muss ex ante unklar bleiben ob auch der Anteil der Mitnahmen wie beabsichtigt sinkt.

‘Start-up Subsidies’ before and after the Reform

Financially and politically, ‘start-up subsidies’ or the ‘Gründungszuschuss’ constitute a central element of active labour-market policies in Germany. This article, first, presents results from a recent implementation study of the Gründungszuschuss and then, second, discusses the implications of its reform. Analytically, the argument starts from the observation that work within public unemployment insurance has to strike a balance between case adequacy, standardization and professional advice for nascent entrepreneurs. In spite of these competing frames of reference, there is a high degree of satisfaction concerning the instrument among those engaged in its implementation on a day-to-day basis. The recent reform, however, substantially reconfigures the institutional setup of the Gründungszuschuss and thus changes the everyday routines of job advisers. Overall, while it is likely that the reform will produce the expected reductions in spending, it is less certain that it will also reduce free riding.
