Abstract

In urbanen Ballungsräumen sind die Zugänge zu den Wohnungsmärkten geprägt von sozialen Ungleichheiten. Der Beitrag möchte hierzu einige Spannungen im Feld der Wohnungspolitik im Hinblick auf ihre sozialpolitischen und sozialpädagogischen Zusammenhänge aufzeigen. Dazu wird eine sozialpolitische Perspektive auf Wohnungspolitik angelegt und ihre Aufgaben und Ziele werden aus diesem Blickwinkel dargestellt. Es ergeben sich vor allem zwei Politikbereiche, die dem Feld inhärent sind und die eine Beziehung zur Sozialen Arbeit verdeutlichen: die Verhinderung von Wohnungslosigkeit (und damit von absoluter Armut) sowie die sozialräumliche Verteilung von Wohnraum im Rahmen der städtischen Wohnraumversorgung (und damit die Thematisierung von Ausgrenzungs- und Benachteiligungsprozessen im Sinne von relativer Armut). Anhand eines empirischen Beispiels wird erläutert, welche sozialpolitischen und sozialpädagogischen Konsequenzen die Transformationen der Wohnungspolitik haben, um abschließend der Verhältnisfrage und der genaueren Auftragsklärung von Wohnungspolitik, Sozialpolitik und Sozialer Arbeit näher zu kommen.

Social Work, Social- and Housing Policy: A Complex Area – Exclusions From the Housing Market and How They Can Be Overcome

In urban agglomerations access to housing markets is determined by social inequalities. This article wants to show some tensions in the field of housing policy with regards to their socio-political and socio-pedagogical contexts. Therefore, housing policy is seen through a socio-political lens and its tasks and objectives are described from this angle. Overall there are two policy areas which are inherent to the field and are illustrating a relation with social work: the prevention of homelessness (and thus absolute poverty) as well as the socio-spatial partition of housing space within the city’s housing provision (and thus the topic of exclusion and discrimination processes in the sense of relative poverty). En empirical example shows the sociopolitical and socio-pedagogical consequences of the transformation of housing policies. In a final step we are dealing with the question of proportion to approach the respective responsibilities of housing policy, social policy and social work.
