Abstract
Regionally unequal Participation -Tolerated Refugees and Vocational Training in Germany
Migrants unsuccessfully claiming refugee status may be ’tolerated" in Germany. This precarious legal status positions them almost at the bottom of a vertical model of civic stratification. However, the impending shortage of skilled workers in Germany has enforced a new political discourse. Thus tolerated youths have been re-defined as educational subjects and labour market resources. Legal changes have been introduced since 2009 in order to reduce vocational training boundaries for tolerated youths across Germany. However, empirical evidence of a qualitative research project reveals a heterogeneous application of the new regulations. Especially migration authorities may act as institutional gatekeepers, either supporting or constraining the access to vocational training. This results in regionally unequal vocational training opportunities of tolerated refugees with far-reaching consequences for their future lives.
