Abstract

Seit Jahrzehnten forciert die deutsche Sozialpolitik einen Ausbau der Betreuungsangebote für Kinder. Auf diese Weise soll der zunehmenden Armut mit wachsender Erwerbstätigkeit begegnet werden, wobei insbesondere die Müttererwerbstätigkeit im Fokus steht. Der folgende Beitrag erläutert einige diesbezügliche Parallelen zur Sozialpolitik im 19. Jahrhundert und diskutiert vor dem Hintergrund der sozialen Frage die fundamentalen Verunsicherungen, auf die damals wie heute sozialpolitisch reagiert wird. War die Sozialpolitik des 19. Jahrhunderts noch weitgehend auf den Erhalt von Klassenunterschieden ausgelegt, wird heute das egalitäre Ideal der Chancengleichheit von der Praxis frühkindlicher Betreuung für arme Kinder in Deutschland konterkariert. So dient frühkindliche Betreuung sowohl im 19. als auch im 21. Jahrhundert dazu, soziale Ungleichheit zu konstituieren.

Child Poverty as a Problem: The social Question and the Role of Childhood Care in the 19^th and 21^st Century

For decades German social policy has driven the continuous expansion of early childhood care forward. In doing so, the aim is to counteract growing poverty rates with an increase in labour participation, focusing especially on the employment rates of mothers. The following essay illustrates some analogies between the current situation and the social policy in the 19^th century. Against the background of the so-called, social question,‘ it discusses fundamental threats, which now and then have been responsed to in sociopolitical terms. While social policy in the 19^th century was out to maintain existing class divisions, today the practice focuses on early childhood care for poor children contradicts the contemporary egalitarian ideal of equality of opportunities. Hence, early childhood care in the 19th as well as in the 21^st century serve as means to constitute social inequalities.
