Abstract

Die Gesundheitspolitik hat es in den vergangenen Jahren versäumt, das Gesundheitswesen auf die Herausforderungen der Zukunft vorzubereiten. Die Fortschritte in der Behandlung und Betreuung sowie die Pflege alter Menschen werden das Gesundheitswesen heutiger Prägung auf Dauer überfordern.

Die Politik erweckt noch immer den Eindruck, als könne mit den Ressourcen einer Budgetmedizin der medizinische Fortschritt für alle gesichert werden und so sucht sie ihr Heil in Kostendämpfung und strikter Ausgabenbegrenzung, selbst um den Preis einer (impliziten) Rationierung. Dieser Beitrag diskutiert Finanzierungsstrukturen des Gesundheitswesens, die allen Versicherten, unabhängig von Alter, Geschlecht und sozio-ökonomischem Status, hochwertige medizinische Versorgung bieten.

Rationing of Health Care and the Allocation of Resources in an Ageing Society

In recent years, health-care policies have failed to prepare the public health-care sector for the challenges that are likely to arise in the future. The progress made in treatment and care, especially those for the elderly, will overburden the public health sector in the future if its current shape is maintained. However, health care policy still creates the impression that the resources that are made available for medical care and that are in line with general budget developments will guarantee medical progress for everybody. As a result, health care policy in Germany tends to focus on reducing costs and adhering to strict budgets even if this leads to an (implicit) rationing. This article discusses a different financial plan for the health insurance system that provides all insured persons, regardless of age, gender and socioeconomic status, high-quality medical care.
