Abstract
Die Armutsgefährdung der Bevölkerung ist stets eine wichtige Meldung in den Medien. Gleichzeitig wird das Konzept der relativen Einkommensarmut kritisiert. In der Kritik stehen vornehmlich die Gleichsetzung von sozialer Ungleichheit und Armut und die Orientierung des Armutsbegriffs an einem Durchschnittseinkommen. Armutsgefährdungsgrenzen und Armutsgefährdungsquoten seien als Indikatoren unbrauchbar und irrelevant. Die Kritik greift jedoch theoretisch und methodisch zu kurz. Das mediane Einkommen kann sehr wohl ein Indikator zu Messung von sozialer Ungleichheit und Armut sein. Von Interesse ist dabei weniger die exakte quantitative Messung der Beziehung von Einkommen und Armut, sondern ihre theoriegeleitete und damit niemals abschließbare Interpretation.
Remarks on the Measuring of Poverty
The risk of poverty is always an important issue in the media. At the same time, the concept of relative income poverty is criticized. The conflation of social inequality and poverty as well as the measurement of poverty in relation to average incomes are particularly criticized. Poverty thresholds and poverty rates are considered as to be useless and irrelevant indicators. However, the criticism falls theoretically and methodologically too short. Median income may well be an indicator to measure social inequality and poverty. Of interest here is less the exact quantitative measurement of the relationship between income and poverty than their theory-based and therefore their never definitive interpretation.
