Abstract
Befürworter ebenso wie Gegner eines bedingungslosen Grundeinkommens (BGE) begründen ihre Position mit zahlreichen behaupteten Wirkungen eines BGE. Die faktisch-empirische Basis dieser Behauptungen ist aber dünn. Allerdings werden nun in Europa BGE-Experimente durchgeführt ein kleineres in Holland, ein größeres in Finnland. In Deutschland gibt es dagegen noch keine derartigen Initiativen. Methodisch korrekt durchgeführte empirische Wirkungsforschung könnte die Diskussion um das BGE versachlichen und wenigstens teilweise entscheiden. Allerdings hängt die Einstellung von Befürwortern und Gegnern eines BGE nicht nur von den Ergebnissen sozialwissenschaftlicher Wirkungsforschung ab sondern auch von letztlich nicht hinterfragbaren Grundüberzeugungen.
Controversies Over the Unconditional Basic Income: Clarifying Contributions of Empirical Research
Proponents and opponents of an unconditional basic income (UBI) base their arguments on several effects which allegedly would be triggered by a UBI. However, the factual base of such claims is rather thin. But some UBI-related empirical research is now in Europe under way in the Netherlands and in Finland. In Germany, there are so far no such initiatives in sight. Correctly designed empirical research could clarify at least some of the controversies around the effects of a UBI. However, the stance of proponents and opponents of a UBI depends not only of the results of empirical research but also of deeply embedded convictions.
