Abstract
Dieser Beitrag untersucht die steuerliche Behandlung von Ehepaaren und Familien im Kontext des bestehenden Systems der Einkommensbesteuerung. Vor dem Hintergrund allgemeiner steuerrechtlicher Grundsätze wird das “familienspezifische subjektive Nettoprinzip“ auf seine steuerrechtliche Notwendigkeit und die Wohlfahrtsposition der Familien untersucht. Der Beitrag schließt mit der Forderung nach Einführung eines Familienrealsplittings.
This paper analyses the German system of income taxation with respect to families. Based on general accepted maxims of income taxation, the principle of taxing a “family-specific net income” is discussed on normative grounds and in consideration of its welfare implications. Finally, the adoption of a system of “family income splitting” is strongly advocated.
