Profession Polizist. Das Beispiel von Kano

Die berufliche Identität afrikanischer Polizisten tritt am deutlichsten in Städten in Erscheinung, in denen vielfältige Normen, Prozesse und Akteure zur Erhaltung der öffentlichen Ordnung beitragen. Am Beispiel von Kano, der größten Stadt im muslimischen Norden Nigerias, untersucht der Artikel die Reaktion von hohen Polizeibeamten auf konkurrierende Ordnungsinstitutionen wie traditionelle Autorität, Bürgerwehr und islamische Wache. Trotz ihrer Unzulänglichkeiten bildet die nigerianische Polizei einen zentralen Faktor in der Bewahrung der öffentlichen Ordnung in Kano. Polizeibeamte rühmen sich ihrer Professionalität, die an dem internationalen Polizeiberuf angelehnt ist, wenngleich auch an nigerianische Realitäten angepasst. Sie legen Wert auf Effektivität, technische Fertigkeit, politischen Scharfsinn und Pragmatismus und definieren sich dementsprechend.

Summary

The professional identity of African police officers is clearest in cities where multiple norms, processes and actors affect the delivery of policing. To understand what this means in Kano, the biggest city in Nigeria's Islamic north, this article is organised around the response of senior police officers to alternative policing providers such as traditional authorities, vigilantes and Islamic guards. Despite its inadequacies, the Nigeria Police retains a primary role in policing Kano and its officers pride themselves on a professionalism that is articulated in terms of international policing, albeit moderated to accommodate Nigerian realities. Officers prize effective operations, technical skills, political acumen and pragmatism, and define themselves accordingly.
