Abstract

This paper explores the city quarter as a new action space in the transition of the urban heat sector. By adopting a multilevel perspective it shows potential advantages the spatial level of the city quarter has for coordinating action of different public and private stakeholders in comparison to the spatial level of the single building and the entire city respectively. Furthermore weaknesses in the current practice of city quarter energy concepts in the light of ambitious GHG reduction goals till 2050 are shown. On the ground of an empirical study the papers shows the range of stakeholders affected by the transition of the urban heat sector and their roles as well as a typology of four process models that have been adopted in the formulation of the city quarter energy concepts.
