Abstract
Public institutions still only hesitatingly compare and benchmark administrative outputs and performance. However, the number of authorities that have introduced performance indicators, measured their outputs and compared their performances has been steadily increasing. In Germany, benchmarking is even specified in the constitution, which for the time being can be considered unique in Europe. How do other European countries deal with and implement this reform instrument? Moreover, does benchmarking function successfully in public administration or does the German constitutional amendment only represent a symbolic legislative step? We will analyze these questions in the following article by using the German example in a comparative manner against other European cases.
