Abstract
Ideas and Institutions under Changing Statehood. Theoretical and Empirical Approaches from a Perspective of Contemporary History
During the final decades of the twentieth century the form and the functions of the state changed profoundly in the democratic societies of the Western world. Neoliberal ideas contributed significantly to this transformation. But how can we grasp the relationship between ideas and institutional transformation of the state theoretically and empirically? How do ideas relate to the interests of political actors who aimed at transforming, reorienting or abolishing state institutions? How does institutional change work in a democratic polity? This article discusses and combines theories and concepts from governance research, state theory, historical institutionalism and political economy to provide a more systematic approach to the historical analysis of state transformation. Using the United States as an example, it shows how and why the government succeeded in dismantling a long established policy field in the 1980s.
