Abstract

The Social Security of Housing in Germany and the Consequences of the Corona Crisis

The article focuses on housing policy instruments that are aimed at social security for housing as part of the German welfare state, and analyzes federal measures that were enacted in response to the Corona crisis. The main finding is that, as a temporary special regulation, the recognition of accommodation costs as part of the basic security was significantly expanded, according to which the accommodation costs are to be recognized without cost restrictions in new cases in the benefit system. At the same time, the analysis shows that neither the number of cases of basic security nor public spending on accommodation costs have increased, so that up to now the Corona crisis has hardly affected the welfare state sub-area of social security for housing.
