Abstract

The Russian attack on the Ukraine came unexpectedly and accordingly led to a new assessment of Germany’ security. The measures taken as a response are so dramatic that the 24th of February 2022 is often regarded as a break in development. This is definitely true for German trade with Russia. Going further, however, the peak of globalization had been reached about 15 years ago. Trade policy today does not primarily care about reducing trade hinderances, but much more than in the past it means to direct trade flows and to use trade for political purposes. Accordingly, a clear change over time is observed, however no break.
