Abstract
The minimum standard is the central instrument for the coordination of social policies in the European Union. This paper analyzes whether this instrument is appropriate to cope with the existing problems. In order to do so we first identify inefficiencies of the existing systems that are due to the process of market integration. Second it is analyzed whether the use of minimum standards is a means to solve these problems. This is done in comparison to alternative instruments. Finally it is analyzed how minimum standards fit into the existing political process of social-policy making.
