Abstract
This empirical work analyses the adjustment strategy of the German region of Saarland in response to negative asymmetric shocks relative to total Germany, shocks that have lead to a decline of the coal and steel industries. First, we assess the scope of the shocks and their macroeconomic consequences. In the following, we discuss theoretically possible shock adjustment reactions. We then determine which have been the adjustment instruments used in practice. Direct subsidies to the crisis sectors and unconditional fiscal grants from the central government are the main adjustment instruments. The paper closes with a critical assessment of the chosen adjustment strategy.
