Abstract
In the outpatient sector German physicians have great incentives to economize their production through cost-saving technologies. Main reasons are a global, fixed budget for all outpatient treatments, lump-sum fees et al.. A cost-free treatment leads to a fast diffusion of quality-increasing product innovations. The capitalintensive production process is caused by a distorted relation of fees.
