Abstract
During the last few years a number of exact welfare measures has been proposed. Such measures are highly interesting for applied cost-benefit-analysis, first, because they are based on logically consistent microeconomic foundations, second, because they use only empirically observable informations, and third, because they easily can be calculated. We analyze two typical representatives from this by now rather extensive class of welfare measures, viz the measures of McKenzie / Pearce and of Hammond. We show that both approaches have serious theoretical and empirical drawbacks. As an alternative, we propose a new exact welfare measure, based on the distance function, which is superior to the traditional measures in all respects.
