Abstract
In the late 1900s unemployment became a special sociopolitical and economic problem in Germany. On the one hand, the discussion on this problem dealed with the economic way to achieving sociopolitical goals. On the other hand, the participants recognized the labour market and unemployment as an independent allocation problem. This paper provides a survey of economic arguments put forward at that time for a labour market policy and partly used by participants today for example asymmetrical information, moral hazard, idea of a ’third labour market".
