Abstract
Since 1972 employees may more effectively participate to establish collective rules for recruiting workers, for reallocating them within internal labour markets, and for selecting those workers to be given notice to leave the firm. This empirically founded paper investigates the extent, main features, advantages, and effects of such rules. It can be shown, how such rules reinforce the institutionalization of internal labour markets and segmentation of the total labour market. This leads to severe problems regarding the level of employment and labour market policies, all the more so when aggregate underemployment is high; for segmentation of the labour market under this condition perpetuates the unequal distribution of qualification, promotion
