Abstract

The paper deals with qualitative and structural problems. The public sector is characterised: The state makes more of an effort to prevent strikes. Damage caused by strikes results in social costs. Political interests form the basis for effecting sanctions. - Determinants of strikes are named, and reasons are given for the fact that they are concentrated on the local level. Patterns of union strike tactics are analysed. - Strikes and strike-like weapons are explained with the help of a general theory. Though collective conflicts involving civil servants take a different form to those involving other public servants, the two types nevertheless lead to much the same results. - The denial of the right to strike on the basis of function is shown to be feasible.
