Abstract

There are two concepts to internalize negative externalities: the polluterpays- principle (p-p-p) and the taxpayer-pays-princile (t-p-p). It is shown that the p-p-p generates positive allocation effects. The distributive effects of the t-p-p are positive only in the case of financing by a progressive in come tax, nevertheless it has been proposed that investments should be financed partly via indirect taxes in order to apply the t-p-p. The alleged regressive effect of the p-p-p on distribution could not be verified with respect of chemical industries. The p-p-p therefore, not being definitely inferior to the t-p-p with regard of distributive effects, should be preferred because of its allocative superiority
