Abstract

Autarky and Pragmatism in the Foreign Trade Policy of the People’s Republic of China

The concept of autarky derived from the marxian view of social product has been changing. Until the end of the First Five-Year Plan (1957) the People’s Republic of China (PRC) had to accept the Soviet development and foreign trade strategy by strictly following a socialist bloc policy. The Second Five- Year Plan (1958 - 62) was launched at the same time with PRC’s economic and political detachment from the Soviet Hegemony. Since then an increasing trend toward a pragmatic foreign trade behavior is striking, in particular, by exploiting the comparative cost advantages to a certain extent.
