Abstract
Is a Simultaneous Co-ordinated Behavior of the Large Social Groups Appropriate to be Used as an Anti-cyclical Instrument?
The author examines the question whether there is a need for supplementing the traditional anti-cyclical monetary and fiscal policy by an income policy. He sees chances for a simultaneous co-ordinated behaviour (Konzertierte Aktion) by Federal, State, and local governments as well as trade and labour unions in two fields: l. “Learning by doing” will teach that nominal wage policy is an inadequate instrument to change income distribution and/or 2. a system of incentives and disincentives might achieve a behaviour of the large social groups which is more in conformity with the given goal of stability of the value of money
