Abstract
The idea of a natural or cultural "people" that cannot be constituted by legal rules of citizenship makes the core of an authoritarian concept of democratic membership. In constitutional terms it is problematic with regard to the democratic principle and to the guarantee of human dignity. The democratic principle makes sure that no citizen can lose her citizenship because of some personal or group trait. Human dignity secures the equal potential of every human being to become a citizen regardless of her membership to a group. Both guarantees set limits to a political practice that claims to regulate people within the state borders without giving them any perspective of naturalization.
