Abstract
General administrative law is currently subject to significant changes. Its task in relation to specific areas of administrative law, which is to analyse the latter's development systematically and to reflect those changes doctrinally and conceptually, has to be scrutinised and reconceived against the backdrop of the recent doctrinal and scholarly changes to the former. The basis of this examination has to be the developing function of general administrative law. The conscious activation of this practical memory function of the general administrative law is the foundation of good governance. Whilst such a perspective paves the way for a New Governance and tools of public action, it can also draw on a deep-seated tradition in German administrative law.
