Abstract
In the study different approaches to alleviating poverty in old age are analyzed. The most important point among the approaches is ensuring a basic income for the elderly. A couple of options are considered: (a) tax-financed basic income in addition to the statutory, pay-as-you-go funded pension system and (b) increased intragenerational redistribution within the statutory pension system. The reform-options are economically assessed by the resulting efficiency effects, which have been isolated from the caused welfare effects by appropriate compensation of the distributive effects. Following the model simulations, the approach with increased intragenerational redistribution within the statutory pension system is the superior reform-option with regard to efficiency.
