Abstract

Sozialpolitik bzw. ihre Begründung bewegt sich einem Spannungsfeld zwischen ethischen Anforderungen – die sich mit den Schlagworten Freiheit, Gerechtigkeit und Effizienz bezeichnen lassen – und positiver Sozialtheorie. Der Aufsatz zeigt dieses Spannungsfeld auf und macht deutlich, dass normative wie auch sozialtheoretische Argumentationen sowohl zur Begründung und Ausweitung der Sozialpolitik als auch zu ihrer Abwehr und Begrenzung verwendet werden können. Dabei werden die Möglichkeiten und Grenzen der verschiedenen Argumentationsmuster verdeutlicht. Das Spannungsfeld zwischen ethischer und sozialtheoretischer Argumentation zeigt sich auch in der neuerdings wieder verstärkt geführten Debatte um die Einführung eines bedingungslosen Grundeinkommens.

Ethical Orientations in the Theory of Social Policy or Social Policy between Ethical Maxims and Social Theoretical (Im-)possibilities

Social policy and its justification is located in an area of conflicting poles: ethical requirements on the one hand – to be denominated with the catch phrases liberty, justice and efficiency – and positive social theory on the other. The paper shows this tension and reveals that both normative and theoretical arguments can be used for justifying and broadening social policy as well as for fending it off and limiting it. The scope and limitations of the different arguments are made clear. The tension between ethical and theoretical arguments newly arises in the debate on the introduction of an unconditional basic income.
