Abstract

Immigration hat erhebliche Auswirkungen auf Städte. Immigration kann die Entwicklungschancen von Städten positiv beeinflussen, sie bringt aber in aller Regel auch erhebliche Belastungen in den Bereich der Sozialpolitik, des Wohnens, des Arbeitsmarktes und des Zusammenlebens in der Stadtgesellschaft mit sich. Umstritten ist die Frage, wie ethnische und soziale Segregation, die oft im Zusammenhang mit Immigration auftritt, zu beurteilen ist – als soziale Differenzierung und als Form der Bewältigung von Fremdheit oder als Ausdruck von Ungleichgewichten und Störungen städtischer Entwicklung. Der Artikel diskutiert diese Fragen in einer kommunalen Perspektive und beschreibt eine kommunale Integrationsstrategie am Beispiel der Stadt Offenbach am Main.

Openness and Realism: Perspectives on Local Integration Politics

Immigration flows have lasting impacts on cities. Immigration can contribute to wealth, growth and strengthen the resilience of urban social systems. But immigration is also imposing burdens on cities and causing imbalances and threats to urban development with regard to social policy expenditures, the labor market, housing and the life of urban communities. Ethnic and social segregation is a controversial topic insofar it can be looked at as a mode of systemic coping with diversity or on the contrary as social anomie and a hindrance to social integration. The article discusses these issues in a local authority-perspective and provides a policy approach based on the practice and strategy of the City of Offenbach.
