Abstract

Vor dem Hintergrund der Gefahr der Prekarisierung Soloselbständiger wird eine soziale Schutzwürdigkeit konstatiert und diskutiert, diesen Personenkreis stärker in das soziale Sicherungssystem zu integrieren. Da seit 2007 eine grundsätzliche Krankenversicherungspflicht besteht, wird im Beitrag die Frage behandelt, ob aus deren spezifischer Ausgestaltung Lehren für die soziale Absicherung von Soloselbständigen gezogen werden können. Dies wird exemplarisch anhand der Altersvorsorge diskutiert, da diese seit längerem im Fokus der sozial- und verteilungspolitischen Diskussion steht. Im Ergebnis zeigt die Erfahrung hinsichtlich der Ausgestaltung der Finanzierung der Krankenversicherung, dass prinzipiell eine Pflichtversicherung in der GRV als Regelsystem mit der Möglichkeit der ergänzenden privaten Vorsorge nahe liegt.

Challenges to Social Security of Solo Self-Employed People – Lessons from Health Insurance

Against the background of the risk of precarisation of solo self-employed people, they are seen as worthy of social protection and their integration into the social security system is discussed. Since 2007 a compulsory health insurance exists for self-employed people in Germany. Therefore it is asked whether there are lessons to learn from the specific design of the health insurance system. This will be discussed exemplarily for old age pension scheme, because this stands in the centre of the social and distributional policy discussion regarding the social security of self-employed people. As a result, the experience with the financing of the health insurance system leads to the conclusion that a compulsory insurance in the statutory old age pension system (GRV) with the possibility of additional mandatory private insurance stands to reason.
