Abstract

Zentrale verteilungspolitische Indikatoren in Deutschland haben sich seit dem Jahr 2005 wieder stabilisiert oder sogar strukturell verbessert. Die Auseinanderentwicklung bei den Brutto- und Nettoeinkommen ist weitgehend zum Stillstand gekommen, die Lohnungleichheit hat nicht weiter zugenommen. Die Bildungsaufstiegschancen haben sich verbessert, der Anteil der Menschen mit erheblichen materiellen Entbehrungen ist leicht rückläufig, der Anteil derjenigen, die sich große Sorgen um ihre wirtschaftliche Situation machen, sogar deutlich gesunken. Handlungsbedarf besteht aber in drei Punkten: Zur Verringerung der Langzeitarbeitslosigkeit sind mehr Mittel im Rechtskreis SGB II sachgerecht. Zur Förderung der Aufstiegsmobilität ist insbesondere die Bildungs- und Qualifizierungspolitik gefordert. Zur Verminderung der regionalen Disparitäten bedarf es einer Weiterentwicklung der Regionalpolitik.

Social Inequality in Germany: Findings and Main Fields of Action

Central distribution policy indicators in Germany have stabilized since 2005, or even improved structurally. The divergence of gross and net income has largely come to a standstill, and wage inequality has not increased further. Educational mobility has improved, the proportion of people with considerable material deprivations has declined slightly, and the proportion of those who are very worried about their economic situation has even dropped significantly. However, there is a need for action in three points: More funds in the SGB II legal system are appropriate for reducing long-term unemployment. In particular, education and qualification policies are required to promote up-grade mobility. Reducing regional disparities requires further development of regional policy.
