Abstract

Der Beitrag bietet Konzepte zur Erfassung der Beziehungen zwischen Finanzsektor und Wohlfahrtsstaaten in der sozialen Sicherung von Privathaushalten. Anhand von Beispielen aus den Bereichen Alterssicherung, Wohnen, Kredit/ Schulden und “Social Impact Investing“ zeigen wir, dass das Finanzwesen in einem ambivalenten Verhältnis zur staatlichen Sozialpolitik steht: Finanzmärkte können sowohl Garant als auch Beschränkung für (traditionelle) Sozialpolitik sein und Finanzprodukte sowohl als Komplement als auch als Substitut für staatliche Absicherung fungieren; zudem erzeugt Finanzialisierung neue Probleme und erfordert neue Sozialpolitiken. Anschließend diskutieren wir das Verhältnis von Finanzialisierung zu gegenwärtigen Paradigmen der Sozialpolitik (forschung) und identifizieren den Forschungsbedarf für eine vergleichende Untersuchung des welfare-finance Nexus.

Financialization and the Welfare State: Concepts and Empirical Findings on The Role of Financial Markets in Social Policy (Research)

We conceptualize the relationships between finance and welfare states in the social protection of private households. Using examples from old-age provision, housing, credit/debt and ‘social impact investing’, we argue that the relationship between finance and public welfare policies are ambivalent: financial markets can both safeguard and constrain governments’ social policies, and financial products can serve as both complement and substitute for welfare state protection; financialization also creates new social problems and requires new social policies. Finally, we discuss the relation between financialization and current paradigms in social policy (research) and identify research avenues for a comparative investigation of the welfare-finance nexus.
